REVIEW OF AGENDA
Terra added going over the S&A Budget under New Business. She was out with an abscessed tooth for three days last week, so had not had it placed on the agenda.
PRESENTATION OF MINUTES
Minutes for May 8, 2006 were approved.
Rebecca Faust had failed to bring copies of the minutes with her, but confirmed that she had sent the minutes out via email. Mike Luoma moved to approve the minutes.

OFFICER REPORTS
President – Terra Kram
- Competed a College Civics week survey and returned that to the Secretary of State’s office.
- Have attended two presidential candidate breakfasts and community forums.
- Working on Welcome Pole activities for this year and on an ongoing basis
- Developing the Selection Committee
- The fliers are out for the Selection Committee
- Anyone who’s interested in that, we’ll be meeting this Friday from 2:00-5:00
- The Sign-up sheet is up for the 9 individuals who have submitted applications
- We also still need a faculty member to be present at the Selection Committee
- Rebecca Faust – Just to be clear, that doesn’t have to be faculty, it can also be staff, if just has to be a College employee
- Terra Kram – Thank-you
- Did some review of the Budget from 05/06 and also a little bit of 06/07
- This is in preparation for our meeting with Dave this Friday at 1:00
- Attended the International Dinner last Friday
- Attended another candidate day today
Vice President for Administration and Finance – Mike Luoma
- Finished doing a report for the Board of Trustees for the S&A Budget Committee
- Made some changes, with the suggestions that you guys had, for the wireless brochures
Vice President for Clubs and Organizations – Rebecca Faust
- Prepared the agenda for this meeting
- We still don’t have a Senator for Administrative Affairs
- Think I looked through some files
- Saw there was an old sample/blank constitution form I discovered in a drawers somewhere. That was interesting.
- Trying to arrange to meet with our advisor, David Rector, to discuss the quarterly update forms
- David Rector – That will happen tomorrow, right?
- Rebecca Faust – If you accepted the invite. I haven’t seen whether you accepted yet.
- Planning to send up reminders to the clubs of Roundtable
- Hopefully some clubs will show up that didn’t show up last time.
- Seeking to schedule a Rules Committee – I think it’s the week after Roundtable
- It would be great if they all show up that didn’t show up last time, but thinking more likely than not at least one won’t – and so I want to go ahead and have that scheduled.
SENATOR REPORTS
Senator for Public Relations – Sarah Alexander
- Attended* the Presidential nominee session for Krista Rodin.
- Met with a student regarding recycling on campus.
- Submitted the Environmental Sustainability Proposal.
- Wrote an email to the College Council, because I wasn’t able to attend
- Forwarded the email that I got for a conference regarding transgender populations
- Posted for the Selection Committee
- Spoke to several students regarding the next step in hiring
- Stopped in after work to the International Dinner
- Fashion show was good
- Talked to Nicky about what she liked this year
- Broke my collarbone, so I can’t do any heavy lifting. That’s why I didn’t stay to help . . . tables
- David Rector commented that she wasn’t wearing her sling anymore
- Contacted Walker Wise about the Welcome Pole
- David Rector – Was it that 866 number?
- Sarah wasn’t sure what number it was
- Reviewed the Wireless Internet Survey
- Attended Presidential Forum for Kilpatrick
- Club plant sale
Senator for Multicultural Affairs – Olivia Hart
- Had the opportunity to review and help create the Squaxin Island posters that are now in final review process, for our upcoming event which will be the Welcome Celebration – June 1 st
- David Rector – at noon

- Job posting for Cultural Center job position under final review
- There was discussion of the job posting. Jose Dominguez had pointed out some things were not include. We would use the same posting as Student Employment, for consistency.
- Sarah asked if was open to all students or just work study. It would be open to all students but they would have to be registered for Summer or fill out a form saying that they are registered for Fall.
- Schedule for Monad: 9:30-12:30 June 1 st and 8 th, 10:00-1:30 2 nd and 9 th of June.
- Had the opportunity to attend the event put on by the Anthropology Club with the local Native American story- tellers.
- They’ll be a CD available. I’ll have a copy of that. . .

- Rebecca I also wanted to thank you – I know other folks, Terra was doing good to be able to make it as long as she was with the pain medication she was on, [Olivia] had her kids – but Rebecca stayed to the very end, I just wanted to acknowledge that . . . helping with some other Activities Board students and International Students
- Mike* is going to be your student graduation speaker

- The Selection Committee met on Friday, there were four applicants, they selected Mike our of all four applicants
- Today is the deadline for recharter forms if you want to spend money for Summer Quarter
- Have sent our at least 2 emails to student clubs and advisors – club reps and advisors, reminding them of such
- Think I have 3 or 4 forms already
- David Rector reviewed the process of Summer chartering and expenditure. He checks the names of students again before they spend time during the Summer to make sure they are registered for Summer and/or Fall. David Rector lets them give him different names.
- Olivia commented on what a good policy this was to so students could do travel during the Summer.
- A lot of schools don’t have active clubs in the Summer or let them spend money for the Summer.
- Rebecca Faust asked if the Senate voted for clubs to re-charter. Senate action is not required to re-charter.
REPORTS OF STANDING COMMITTEES

REPORTS OF COLLEGE COUNCILS, BOARDS, AND COMMITTEES
College Council – Rebecca Faust
- Was one of two student representatives who was present: myself, David Lauderach
- Discussed the Safe Zones systems
- At the moment, they have a number of Safe Zones up around campus, and they haven’t done the training yet
- But in the future, anyone wanting to continue to be a Safe Zone will be required to go through the training
- They’re still working on some of the developing of the Safe Zone system
- For shared offices, it would require that everyone in the office would have to have agreed and that they would all have to go through the training
- I did not ask about that, it came up without my asking
- Environmental Sustainability
- I’m not sure who put it on the agenda, but whoever put it on the agenda wasn’t there
- Dr. Minnaert handed around the proposal and we discussed it some
- We’re for going ahead with forming an Environmental Sustainability Committee
- I think Dr. Minnaert was going to forward that along to Vice-President Nancy McKinney to work out the details on
- We went over the budget for next year and maybe one or two other things
IRC – Mike Luoma
- Met last Tuesday
- Wasn’t able to attend because had a gob of homework . . .
- David Rector asked if the Instructional Council met? There was a discussion of which committee this was.
REPORTS OF SPECIAL COMMITTEES
Welcome Pole Ceremony – Terra Kram
- T-shirts arrived this morning and Cindy scurried them over the printer so they’ll be ready in time
- We are formulating to have a meeting on Wednesday
- There was discussion of scheduling.
- Terra Kram - We’re also working a second meeting which will be more long-range planning.

NEW BUSINESS
- Rebecca Faust – Schedule of Senate meetings
- Rebecca raised the question of when our last Senate Meeting would be.
- The last Senate Meeting this quarter is June 12 th
- Terra was interested in using the excess funds from this meeting to pay off the S.U.B. and either make a double payment or free up the money allocated for S.U.B. to use for something else next year. It was decided to check into this possibility.
- There will be a meeting to discuss allocation form the student salaries budget. This budget include Senate, Sounds, etc. There was discussion of how this salary money would be allocated.

- Rebecca moved to adjourn. Rebecca and Mike voted for adjournment. Olivia did not vote. Sarah and already left. A quorum was no longer present at this time.

- Survived College Civics Week
- Enjoyed the great visit with Sam Reed; it was very successful
- Working on pictures at the moment
- Have attended Board of Trustees meeting
- Attended NIEA conference
- The Senate passed $500 for students to be able to attend, all these slots were taken
Vice President for Administration and Finance – Mike Luoma
- Chaired two Finance Committee meetings
- S&A Budget Committee is done
- Still has to make final report to the Board
- Mike distributed copies of the allocations to the Senate
- Ordered the newspapers for next year
- We are just going to keep on with the Olympian for student use next year
Vice President for Clubs and Organizations – Rebecca Faust
- A bunch of clubs were absent, but a few clubs made it out.
- The people that were there decided to give me a real hard time about being conservative.
- Chaired me first Rules Committee meeting.
- Been trying to make the rounds and visit several clubs and organizations: stop in on their meetings, introduce myself, hand out business cards.
- So far visited B.R.I.C.K., Art club, Anthropology club, International Student Association
- Some other clubs I contacted, tried to arrange, but rather than just stopping in contacted advisor and asked if it was OK to stop in during this meeting. A lot of clubs either don’t meet at the time that was listed in the schedule, have special events so doesn’t work on the week I asked if I could come . . .
- Think I did some more sorting of my club paperwork

- Made changes to the Environmental Sustainability Proposal.
- Announced the extension of the Senate hiring deadlines

- Worked on the proposal for the End-of-Year Celebration
- Didn’t get a response from (Van Camp) after she said she’d contact me the very next day.

Senator for Multicultural Affairs – Olivia Hart
- Cultural Center budget got on increase
- First time they got an increase that wasn’t originally asked for
- $12000 to $3500, plus $1000 for someone to sit in the Cultural Center who would work in Conjunction with the Senator for Multicultural Affairs.
- Process of defining duties/job description for that position
- Plans for Cultural Center, use for activities . . .
- Safe Zones signs have been posted throughout the school
- Have been working on that as well

- On Thursdays, 9:30 – approximately 12:00
- On Fridays, 10:00 – 1:00 or 1:30
- Been networking with various clubs and organizations to help facilitated the role that I have here at the college. My whole goal is to get people interacting with each other who might not ordinarily do so. My idea is unification through diversity – or diversity through unification.
- Should soon be soon able to tell you when I’ll be going out to Hawk’s Prairie to sit there for a couple hours a week as well.

- Sarah Alexander left leaving her proxy votes; as she was sick.
- Rebecca Faust raised a point of order that with Sarah absent there wouldn’t be a quorum . . . there was discussion over whether proxy votes could count as a persons presence for purposes of quorum.
- It was decided to go ahead with the meeting, although there remained some uncertainty as to whether a quorum was present.

I move that the Senate allocate $5,500 from Contingency to fund the Welcome Pole Dedication ceremony.

There was discussion whether Sarah Alexander could be considered to have voted “nay” (in which case it would be a tie), whether the motion had passed (3 -1), or whether a quorum was not present for this.
- Rebecca Faust moved to table it till the next Senate meeting, Mike Luoma seconded.
- Rebecca Faust realized that there was not a quorum present to table the motion, and said that she would make the motion again at the next meeting.

- There was discussion of the possibly moving the Senate Meeting time.

- Started trying to wireless internet set up in the S.U.B.

- We’ve had a couple Rules Committee meeting and we’ll be reporting on that later.

- Posters advertising the Student Senate meetings
- Worked on poster for the Open House and promotion
- Made posters for the hiring promotion
- Put together motions for Footbag club
- Attended Rules Committee meeting
- Updated Senate poster with Olivia’s picture
Senator for Administrative Affairs – Rebecca Faust
- Attended committee meetings of the Rules and Finance Committee
- Followed up with the SPSC 4 charter with sending out an email and with a phone call to their advisor
- Received a revised charter from one of the students in SPSC 4, which I forwarded along to Terra.
- Later got it from Terra/made copies
- Started working through a pile of clubs paperwork that Terra gave me to deal with
- Emailed out to the Senate a schedule for Hawk’s Prairie
- International Dinner – working on that, although I missed one meeting.
- Met with Madina today to go over what I missed
- The International Dinner is going to be coming up here next month
- It’s going to be in the evening, it’s going to be really fun, it’s going to be open to all students, it’s going to focus on international students, going to feature international cuisine, presentations, entertainment, should be really cool
- Will also be meeting with Madina and Van Camp to help go over the food for that.
- Was absent on Friday and everyone was great about getting in their stuff to me early so that I could put my agenda out on Thursday
- Had a wonderful day at the zoo, celebrating my brother’s upcoming birthday with my family.

- Had an opportunity to work on the Rules Committee this week
- Did also go in and visit with the international club, with B.R.I.C.K.
- Had the opportunity to work on the menu plans for the International Dinner with Madina
- Working on unifying the campus through diversity
- I think that’s my role here
- To that end, I’ve had the opportunity to work on the decorations for club fair
- So that we could have a TexMex cultural theme
- And create unity for the school and the clubs on that particular day
- Met with artist named Monad

Environmental Sustainability – Sarah Alexander
- I told you the statues on the paper
- Need to pick it up from my Environmental Science teacher
- Lost the file that it was on
- Going to probably submit it to Nancy as soon as I pick it up from him
- Make some copies for the Senators to look at as well
- Will just re-type it up after she gets back with me with suggestions for changes
- Terra Kram – How soon do you expect to have it?
- Terra Kram – Can you actually submit that to the Senate before you submit it to Nancy? Then we can give some feed-back on it, just so we know what’s being submitted.
- Sarah Alexander – OK
- Sarah Alexander – We’ll just have to figure out availability this quarter for scheduling meetings.
Finance Committee
- Contingency request for club fair:
- Forwarding this request to the Senate without a recommendation
- Motion to be brought up
- Request for up to $1,000 dollars from Olivia Hart to bring Monad to campus for a program that she’ll be describing later on.
- Finance committee recommends approving that motion.
Outreach Committee – Rebecca Faust
- Terra Kram – This is for the Hawk’s Prairie Open House
- I think outreach should include other things besides Hawk’s Prairie, but I haven’t gotten going other things like evening students yet, so at this point it’s just Hawk’s Prairie.
- Rebecca Faust pointed out that this was on the agenda later on, and asked whether it was better for her to discuss it now or then.
- Terra Kram told her “now”
- I sent out a schedule based on sign-up sheet and then some corrections
- I should be there until 10:30 at least. And then Mike’s getting there around 11:30, correct?
- So that leaves 10:30-11:30, I don’t have anyone down for.
- Sarah is not signed up for any shift. So if you’re going to be there
- It’s this Thursday.
- Terra Kram asked Sarah Alexander if she had some time available.
- Sarah Alexander said 12:30-1:30
- Terra Kram – I had a meeting with Cindy this morning. She had a chance to get out there earlier today – she was out there this morning. She’s recommending that we put up 2 A-boards and about a dozen fliers. Sarah, can you get meet-the-Senate out at Hawk’s Prairie? And I was wondering if you could get them out there Olivia because you said your back and forth? Sarah how soon would you be able to have them ready?
- Sarah Alexander – I have the posters –
- Terra Kram - You say you have the posters?
- Sarah Alexander said that she had them on the computer but though that things had changed from last quarter, and that now she had to go to Ryan to have them printed.
- Terra Kram – Let’s check with Scott. We’ll need 4 posters, so we’ll have one on either side of 2 A-boards; and then about a dozen fliers. Cindy gave me some good locations, so I can let you know what those are later.
- Olivia – On that subject . . . I’m going to be filling in at the Hawk’s Prairie – one of the offices – 15 hours – continuing presence there.
- Terra Kram – Said that was excellent and asked that Olivia Hart send on email saying when those times were.
Rules Committee – Terra Kram
- We’ve had a couple meetings.
- We have recommended for approval to the Senate a revised constitution of the Conservative Student Union.
- We’ve recommended charters for:
- The computer club
- The Footbag Club
- D.T.I.S.
- We’ve recommended releasing the funds for the
- Christian Club
- Conservative Student Union
- Dental Assisting
- Horticulture Club
- These motions will be brought today
- Rebecca Faust – I do not believe we acted on CSU. We had delayed it till today. At today’s meeting – I believe it was an oversight – it was not mentioned at today’s meeting
- Olivia Hart – That is correct.
- Terra Kram – That is correct, but Olivia and I got together and we addressed that.
- Olivia Hart – We realized that you were short time and that you had been neglected.
- Rebecca Faust – . . . but I’m not sure that’s legal because it’s outside a committee meeting.
- Terra Kram – We extended the meeting.
- Olivia Hart - You are actually the president of the Conservative Student Union, is that correct?
- What happened?
- Terra Kram – She had to leave because she was late for a class
- Olivia Hart – You can always formulate an objection if you don’t feel it was appropriate.
- Rebecca Faust – It just doesn’t seem like proper procedure.
- Terra Kram – Would you feel more comfortable, Rebecca, if we held that until the next Senate Meeting?
- Rebecca Faust – It probably would be more proper – although I kinda have a conflict-of-interest because I want to see it pushed through, but I also don’t think that’s proper procedure. I don’t know. . . .
- Sarah Alexander – What is you recommendation about this?
- Terra Kram – We had expressed that we were going to review the CSU charter and then address it at the Rules Committee meeting today. What we ended up doing was addressing charters for other clubs. Rebecca had to leave because she had to get to a class; and after Rebecca, Olivia and I talked about the CSU charter.

- Mike Luoma – It’s going to on the agenda again on the 18 th, it’s just being talked about now. There’s no real plans. But their going to try to get it on for Fall .. It would be kind of like a research course. It would be like Honors Humanities or Honors English. It wouldn’t be a specific class, they’d have just more general Honors Humanities where you study broader and do a bunch of research papers.

- We did, I guess, from the S & A, it sounds like we’re going to have our own budget for next year. So that’s good news.
- We’re also talking about doing a plaque things for International Dinner Outstanding Student Award
- This is at the meeting I missed, but talked to Madina about it
- Working on getting together the criteria/qualifications/nomination sheet.

I think we need to be aware that you are the one who sets the time here at the meeting.
- I am very closely working with our Dean because there are some considerations to the Native Tribe that we need to follow. I hope that I will have the full support of the Senate, and I’m sure I have that, to do whatever we need to do to make this happen. It’s still a work in progress. I’m excited about it!
- It’s supposed to be inclusive, it does come from the gay and lesbian community. . . There will be centers on this school ground in various houses in various offices to offer counseling.
- A guest asked a question. Olivia said it was a support system, and more info would be coming.
- Mike asked what she saw the Senate’s goal being. Olivia responded that her position was a diversity position. She was looking to have all the Senators support each other. Each of us holds a position on campus . . . it’s everybody’s business. Does that mean that money might come out of our campus? Could. Does that mean you might get counseling? Might.

Hillary Goldstein –
- As you know, we are looking to fill the VP for Clubs and Organizations and the President position, and we will move into Executive Session later. But what’s on the table right now is whether or not I have the opportunity to vote. And so I would like to just read something to you from the Bylaws.
- Hillary Goldstein read from Article II, Section 3
- Hillary Goldstein - I personally see it as a 2/3 majority. It does not say that the president cannot be involved, and as far as who would be taking my position or taking the VP position, I would like to have a say on that. And I feel that it’s vague. And I’m open to interpreting it – because it’s not regular Senate business, that it’s OK for -
- David Rector – Do you want to read the part that Rebecca brought up of where she’s saying that maybe she may have a different opinion?
- Rebecca Faust read from Section 5, B, 1, i
- I’m understanding it that it says that you vote only in case of a tie, it says that we need a 2/3 vote here: I understand it’s just like we need a 2/3 vote to amend the Bylaws, we need a 2/3 vote to install a subject Senate member, we need a simple majority vote for other things, but it’s all votes of the Senate, and you’re voting only in case a tie.
- Olivia Hart – How many of you are running for President, exactly?
- There was a discussion about who was running for President.
- David Rector – One thing that I had emailed, where I think it is open to interpretation, is the fact that there is in the Bylaws it talks about a selection process – selecting Senate members – the process you went through. In that process, it states that any Senate member that’s not returning can be on the Selection Committee. In that process, the ASB President could be on the Selection Committee, and the ASB President could vote if they were on the Selection Committee.
- Terra Kram – But that’s the Selection Committee . . .
- Olivia Hart – It also says resigning or removed – or resigned. Does it say resigned or resigning? ‘Cause you’re not resigned yet.
- Terra Kram – Have you officially resigned, Hillary?
- Hillary Goldstein – Yes, I have.
- David Rector - . . .She’s resigning as of the end of this quarter.
- Olivia Hart – But she’s right now not resigned? She’s not resigned, so therefore she could vote – I would be more inclined to think she could vote.
- David Luttrell – In two hours she will be able to.
- She will be resigned.
- Terra Kram – No, I think that she is through this quarter; that’s my understanding
- Hillary Goldstein – I have not written my letter of resignation and that is my mistake, I didn’t realize it would come to this. But I am officially resigning. I have spoken to my director and I have spoken with you. We’re voting on my position. I am resigning at the end of this quarter.
- Olivia Hart – Well, obviously, I would think that that means that you could vote
- Rebecca Faust – The question is not whether she is a member of the Senate. The point is , the President is a non-voting position. So like normally in the Senate – this is your first meeting – when we vote on motions, the President does not vote. She is the one member of the Senate who does not vote. She would vote as a tie-breaker if there’s a tie. But normally the President doesn’t vote. So we’re not talking about is she a member of the Senate. We’re talking about because her position is a position that – as it says the President votes only in the case of a tie – as part of the responsibilities of the President. So that’s why I’m saying: as ASB President, my understanding is that she doesn’t vote because that’s what it says in the Bylaws. And so then the question is, Is this different than a normal motion, since it’s selecting a new member? Does that still apply?
- Olivia Hart – Rebecca, you are absolutely brilliant in your interpretation of that. But that’s why I said, from my way of reading it, there’s nothing opposing that. And also the other point that the advisor made.
- Terra Kram – I think that Dave is making a loose interpretation. I think Rebecca is making a very strict interpretation. And I think that there’s some latitude, in what’s been expressed. I think in a situation like that, it leaves some flexibility in terms of considering other variables. So in this case, the variable would be: Are you interested in voting? And what do you feel that your vote is bringing to the table that would make it valuable?
- Hillary Goldstein – First off, I am very interested in voting. I have a vested interest in the Senate. And I would like to have my vote count to who fills my position and who takes in the VP position. In addition, I feel that I should have the right to, because we are not passing motions, we’re voting in people in for positions and for office. And I see those as two different identities. And as far as the Senate members coming in, I feel that my vote is important and it should be considered.
- David Luttrell – Myself, I have a vote when it comes to my position. I feel it would be only right that Hillary would have a say in whose taking her position and my position. She’s been the leader of this Senate for the last year now. We all respect and admire her. With the flexibility that I see within this, I don’t see there being any reason why we shouldn’t allow Hillary to have a say in what’s being done in this position
- Terra Kram – I would like to make a comment based on Hillary’s response to my questions –
- Terra Kram – What I’m interested in, with respect to Hillary’s response, is that I feel that Hillary has invested a lot in the Senate so far this year. And I respect that – I respect what you’ve contributed. And I would like to provide some means for you to sort of shepherd the whole kind of package along . . .
- The discussion continued and it was determined by majority that Hillary Goldstein would be allowed to vote.

- Rebecca, I wanted to let you know that very impressed by your bold speaking, although there’s areas for growth, which is what we all need to work on at times. I just wanted to comment on your attention to detail, I think that that’s noteworthy and it’s definitely a strength that you have. It’s been a pleasure serving with you. . . . appreciate it.
- Dave – I’ve really enjoyed working with you in our office, and how you’ve helped support me in different areas. It’s been very nice knowing that you’ve got my back in different ways and I greatly appreciate that, and I wish you best on your next endeavor.
- Mike, I wanted to tell you thank-you very much for just your support and the difficult timing, taking on tasks here and there at the last minute, and just being a really great vice-president. I appreciate your knowledge and detail with financing. So I think that’s a very important asset to our team.

- In the Finance Committee we had discussed possible funding of Peace Works Conference

- Mike Luoma - The Finance Committee wasn’t comfortable with the idea of putting money out to the cause without being assured that all the money would go directly to subsidizing students attending the conference. So we had some questions about ways to make it work so that the money would only go to that and any extra money left over if the attendance wasn’t quite what they anticipated would come back to the Senate. And so it appears that there is a way
- David Rector – There is a way that we can do it. The question . . . I think the discussion I remember from the Study Session was the funds would be used up - subsidize any student, so I want to make sure we’re invoice properly for any student. . . . My understanding is that is any student, not just our students. I don’t have a problem with that, I just want to make sure since your guys had a problem with making sure if it wasn’t a student it came back.
- Mike Luoma – I think technically we wouldn’t be able to fund this. We’d have to find funding for this out of one of our other accounts. . . .
- Rebecca Faust – I was going to point to as far as the Finance Committee because it hadn’t been approved by the Finance Committee because there was that issue. We didn’t vote on whether to approve it if that were resolved or not, because that issue wasn’t resolved. And then the other point I wanted to make, as far as Terra’s motion is I was going to bring information to this meeting to support my views on this issue. I have some information I printed up that is upstairs, but I didn’t do as much preparation as I would have as far as doing a final look through my information and bringing with me to the meeting because I didn’t expect it to be an issue because of what happened in the Finance Committee. I didn’t know I should be prepared to debate it, and so I kinda didn’t do my final preparation and bring my stuff to the meeting that I had printed out. I mean, I was working on it yesterday evening and stuff so I have some research I did – it’s in my backpack or whatever upstairs.
- David Rector – So the Finance Committee didn’t make a recommendation anyway, in any shape or form, other than there was expressed concern about money - the concern that you said about if there’s any extra money, if it’s not paying for students, that comes back, was that expressed by the Finance Committee? . . . If there was a motion it would be to come out of Senate funds, and then it would be this larger group that would determine . . . you have a motion written out, what I was suggesting is that you could make that motion and then have a discussion of whether you want to amend it or not at that point – would be the appropriate time . . . since it’s not coming out of contingency it’s not - the Finance Committee – it’s not their gig. It’s your guys’.
- Terra Kram – What I would like to express is that I would entertain a friendly amendment to my motion, covering that any funds that our not used to cover the student discount are returned to the Senate, and that we agree on which account the funds would come out of. What I’m looking at is that the next Senate meeting is going to be a month from now, so that would be on April 10 th, which is getting very close to the time of the conference. That’s less than 10 days away from the conference. So I would like to support the motion being entertained at this Senate Meeting.
- Rebecca Faust – I have, I think it would be a question of privilege – I did not bring my stuff because I did not expect to be discussing it because of what happened in the Finance Committee. Can I run up and get some papers that I wanted to use to support my views on Terra’s motion?

- Rebecca Faust – I didn’t do as much organizing as I would have, like I said. So I guess, a couple of things: I called it a partisan event and you [David Hyde] disagreed with me calling it a partisan event at our Study Session. And I still feel that it is a partisan event. And I feel that while you may have some slightly different ideas on how to solve the problem, it seems to me – doing a little bit of research online about your speakers – that your speakers all share the general view that, basically, Israel is the problem. You have a conflict between two peoples, two nations, whatever is the term since one is recognized as a sovereign state and the other isn’t, and it didn’t seem like the Israeli side was being well-represented. You had people coming in from the Palestinian side. You did have – I think it may have been a couple of – an Israeli and a couple of American Jews, or something like that. As I recall, there was three. But all of the Jewish people that were speaking, were opposed to the actions of the Israeli government, and were critical of the Israeli government. On the other hand, on the Palestinian side, there was invited Barghouti, who is a member of the Palestinian Parliament – Congress – whatever they’ve got over there. Why not a member of the Knesset? If we’re going to invite parliament members from one side. Then a former PLO attorney from their negotiations that was negotiating with Israel. The Israeli side probably had some attorneys in on that negotiation too. Why not one of the Israeli attorneys? It doesn’t seem like the Israeli side is being fairly represented in this – if it’s supposed to be a non-partisan event. Again, B.R.I.C.K. can sponsor all the partisan events they want all day long, and you have the freedom to do that. And CSU can sponsor partisan events from other sides, and what have you. But I don’t think it’s fair to present this to the Senate as if it were some sort of non-partisan event, when it seems to be very clearly slanted. One of the American Jews –

- Rebecca Faust – One of the Jewish Americans, I think that was involved in this, was involved in a group Jewish Voice for Peace. And I copied/pasted off their website a petition condemning a corporation for selling military equipment to Israel. I can pass this around, if you want to have a look at it. The other piece: International Solidarity Movement – which one of the speakers that you guys were inviting was a co-founder of it. Huwaida Arraf, who co-founded this group with Adam Shapiro – and I have a copy of an article that the two of them co-authored together.

- Rebecca Faust – And what they seem to be arguing – they are arguing for using peace in addition to the violent things that are going on. But it’s not very good for condemning violence. And they also say –

- Rebecca Faust – And so what they seem to be advocating is, we think it is strategic to use the non-violent methods, but not necessarily saying it’s wrong to use violent methods. So, if your point it to encourage peace, is this who you want coming to encourage peace? And then . . . even if you’re limiting this to the view that we’re going to (resolve) solve this peacefully, there are people that might say, We think war is necessary. And that’s also a viewpoint, that if it’s really going to be non-partisan, that should be free to be expressed. And those are my comments.
- Olivia Hart – As to this $30 for every student, I know that some money is going to be matched. But there are some people on this campus, namely low income, that can’t even afford $30. I’d like to see something being done for that if this conference takes place – an opportunity is afforded for low income as well. I don’t know if that’s already addressed somewhere.
- Terra Kram – I feel it has been. My understanding from David was that there will be opportunities for people to work, so they wouldn’t have to pay for the conference. Is that correct?
- David Hyde – There’s at least two different ways I could imagine students getting in free. One would be students that do any of the volunteer stuff at it like help set up chairs in rooms and stuff like that would get in free. The second way is that there will be there will be some sort of free passes . . . will come to sponsoring organizations. Which would mean the Student Senate would have some of those, and the other student clubs that have sponsored would have some of those and they can dispose of those as they want to. . . . Could give them to low-income students, or whatever else . . .
- Terra Kram – I would like to say that I feel that we have a really unique opportunity with the guests that we have here today, I that I do feel that it’s very important that Rebecca’s concerns are addressed. I feel that the guests that we have are probably well-qualified to do so. I wouldn’t mind that the rest of our agenda is put on hold for that to happen.

He told the Senate the Barghouti was a moderate Palestinian who came in 2 nd to Abbas in the election; his family knows Arraf and he has heard her husband speak; he has never heard them support violence; Colin Powell’s Chief of Staff, who was one of the ambassadors in the Special Envoy to Jerusalem, told them he gained great respect for ISM; their Foundation works to get voices out, especially Palestinian voices.
- David Hyde addressed the Senate. He said that the conference would be largely balanced, he thought that the Senate should not consider the specific content but the academic merits.
- David Rector mentioned the requirements on any club to provide opposing viewpoints on candidates, etc; and that he has encouraged the Senate to hold to a standard even more so of being balanced.

- Mike Luoma – I’ve worked with this guy, Matt, at Twin Flags and he’s giving us about a 50% discount because we’re a college. So this is about $300 cheaper than we could get it anywhere else. It is the cheapest way to get these flags that I’ve found in the last 2 weeks
- Rebecca Faust – I would say that before we decide to make a drastic change in the display, I just really wish I could talk to international students directly and stuff.

I move that the ASB [Student] Senate discontinue the international flag display in the Student Union Building. The Senate shall donate these flags to International Student Services.
In addition, the Senate shall purchase twenty five (25) royal blue flags and twenty five (25) white flags to display in the Student Union Building. These flags shall {will} represent the school colors of South Puget Sound Community College.
The Senate shall allocate $750.00 from the Senate Special Projects for the purchase of these flags.

- Mike Luoma – I’d like to take most of the credit for this, but really it comes from Hillary and David and many other people that I’ve discussed this with. I feel that this is a solution where we’re not harming one group to help another, and I think that it addresses concerns I’ve heard before about uniformity. I think that this is the kind of thing that we need after four years of rather contentious debate about the issue – that we find a solution that’s not going to cause new hurt to another group in order to satisfy one. I believe that this motion does that.
- Hillary Goldstein – I’d just like to agree with Mike in his statement that I support what he says and the benefit of having blue and white flags hanging up in the Student Union . . . more of a college community
- Rebecca Faust – I probably may not vote for this today, although if it doesn’t pass I would be open to considering it at a later time: I’m not closed completely to it or to considering it again at a later time. I have a few concerns about the timing of it. One, I still haven’t had the opportunity to meet with international students and I would like to have more opportunity to get more input for students. I’d like to have a comment period; maybe, we know we’re talking about this, and we’ve giving students the opportunity – You know, you don’t know what will happen once we take the flags down. You talk to students, and they ask, you know, the flags our down for cleaning. But if we take them down permanently, do students realize that it’s going to happen, before it happens. We don’t want do it and then get complaints after the fact. We want to try and make sure we’ve heard from everyone before the fact, and make sure people know that we’re about to make the decision so they have that opportunity before we make the decision; because it’s going to be ugly if we try and reverse later. Second observation: we have an incomplete Senate – which isn’t a major observation but we may, if we postponed in one meeting, have our Senator for Multicultural. And then, my other thing was, we’ve gotten a lot of emails from various people, and it’s nice to hear from students: I was able to meet with students from VSA that were in favor of taking the flag down. And I want to hear from students. And I have met with community members, I have heard from community members. They care about this college because we’re in their community: OK, I understand that. But we’ve been getting emails from places like the Netherlands and Alberta, Canada, telling us they want us to pass these resolutions on this day. And I don’t want to send the message out to people down in California and other states that are not members of our community, that are not members of our student body, that are not members of our campus community, that they can tell us what we are going to do. I mean, they can express their opinion, and I will not try and keep them from expressing their opinion: I believe they have the right to. But they don’t – somebody in California, telling us what to do – I don’t want to send the message that we’re going to do what someone in California tells us to do.
- Mike Luoma – I’ve talked to over a dozen students, and I’ve heard no objections, not event a, not even a cons cued objection. I’ve talked to Gwen Wind, our Director of Diversity and Equity. I asked her if she could come up with any conceivable way in which a student might be offended or hurt by this motion, and she couldn’t do so. So I think that that’s been addressed. As for the emails, I agree there’s a lot of them and they’re kinda a hassle. But the best thing to do if you don’t want to hear what somebody in California thinks about what’s going on at our school, is to ignore it. And I think that bringing it up as an issue when we’re discussing this motion here, is being effected by it when you are wishing you weren’t.
- Rebecca Faust – I think maybe it would be just as well . . . But I don’t want to send the message to the people in California that, like, they hear that we did what they said and so they think that people in California can tell us what to do. That’s what I don’t want.
- Mike Luoma – They can think what they like, but this has nothing to do with the people of California.
- Rebecca Faust – I know, that’s why I – Even passing it on another day, so that it’s clear that we’ll think about are students but the people in California can’t tell us “pass this on this day, blah blah blah”
- Hillary Goldstein – Not speaking for those who vote either way, but for those who do vote the motion, they may not be thinking about California, they may have a different perspective.
- Rebecca Faust – I realize that.
- Terra Kram – I agree with, generally, the points that Rebecca made. I think it’s premature to address this at this time for the reasons that she’s already expressed. In addition, I have some other concerns that I feel are much more local and germane to the Senate and the school. We’ve received a number of emails and petitions from around the world, and the position that is being primarily presented is by no means the consensus. And, in fact, there are people who hold exactly the opposite position. So we have a situation where you’re working with people’s prospective. So you have people with one perspective making claims on their side, and people who have another perspective making, basically, equal and opposite claims from their side. And if this is relevant or pertinent, I can read this quote that I brought with me. I’ve gotten emails, and I’ve gotten information basically from Wikapedia, and I think it’s very important to be aware that there is not a consensus on this particular perspective that this flag is offensive and should be taken down. There are people who hold exactly the opposite perspective. So, to me what it comes down to is a matter of censorship. Do people have the right to come in and make demands and make insistences based on their perspective? Do they have the right to dictate policy at a public institution based on their perspective? So what I would like to suggest for consideration, because we’ve had Allan Johnson come to campus, we have another Stop the Hate workshop coming, and there are websites available for dealing with hate . . . and I would like to suggest that we shift this whole discussion to, I would like to say, a higher level.
- Hillary Goldstein – Can you explain what you mean by a higher level?
- Terra cited a quote from “The American Educator”: “perspective nourishes patience, sympathy, courage; antidotes to anger . . . and self-pity.” I would encourage that we try to lead this to a place of resolution rather than nourish that our already over 30 years old. I think it’s gone on long enough. And I don’t think this is the forum to be promoting this type of intolerance. This is a public educational facility. To maintain that it is inappropriate to display the flag of a sovereign nation is censorship. It is inappropriate.
- Mike Luoma – I would agree with you if we were just taking down the communist flag and putting up the freedom flag, that that would be inappropriate. However, this isn’t just aimed a appeasing a community of people that’s well-represented here today. I’m not doing this just to make the Vietnamese immigrant community or refugee community happy. What I’m doing is , I’m trying to find a solution that all sides can live with. This isn’t a stance on communist, and this isn’t a stance on free speech. This is saying that we’ve got a display up that’s been very, very contentious and one way or another has hurt many people. So we replace that display with something very innocent. It’s our school colors. It will bring about atmosphere of maybe pride in the school in the Student Union Building, rather than an atmosphere of argument and hate. I got the implication in your statement that somehow this is an intolerant act. And I don’t see at all how this is intolerant. I think that if we were taking down one flag and replacing it with something else, that would be potentially intolerant. But I don’t see that in this.
- Terra Kram read some quotes. There are voting issues, there are religious freedom issues, there are, you know, claims on both sides of four million people being killed by whichever government you subscribe to.
- Terra Kram – So in response to your question, Mike, to me to say that we cannot accept the flag of a sovereign nation being publicly displayed at an institution of higher learning is intolerance. It is intolerance for a sovereign nation. Whether or not you agree with their politics, whether or not you agree with their practices of 30 years ago, that is a situation that could be arrive about any country. I absolutely value the time and the input that you’ve put into this and I think it’s very noteworthy on your part that you’ve put in as much time as you have to arrive at what you feel is an equitable, fair and calming solution. From my perspective, it is unacceptable that the types of claims that have been put forward on behalf of the Vietnamese American community would be considered as the final word in driving policy. I prefer to see that we move in the direction of greater understanding, greater calming, greater appreciation, greater inclusiveness; rather than promote suppressing expression, suppressing, suppressing . . . I don’t want to support that. I don’t want to see an institution of higher education used as a platform for promoting what is ultimately a fairly restrictive perspective. And I also want to emphasize how I appreciate all the work that you’ve done, Mike, I really do.
- Mike Luoma – I’ve got about a 20 second response. I haven’t been looking at the emotion and the stories in each email. I’m not taking emotional arguments into account here. What I’m taking into account is the fact that that’s the opinion. It’s much less important to me what the motivation behind the movement is. Does that make sense to you? I understand that it’s because of what happened in the past with the government, and I understand that you can find statements on each side that show who harmed who. You can find propaganda on each side, you can find . . . on each side that show who harmed who. And I’m saying that yes, it would be wrong if we were singling out that nation. But this isn’t a statement on free speech. This is, I think, a very tolerant motion.
- Terra Kram – But what you expressed is exactly what I was objecting to: that opinion is driving policy. That exactly what I’m objecting to.
- Mike Luoma – It’s democracy.

- Rebecca Faust said that this was more relevant if the previous motion on the issue didn’t pass and suggested that she could share what she was thinking at the end of the meeting if there was time, but that it wasn’t as critical, since we were running out of time.

- Mike Luoma – If we pass this I would send out a letter to the Director of International Student Services detailing our concerns that the Finance Committee had laid out. They’re put a little more concisely in the email that I sent out to everybody, but it’s just what we’d like to see in the future, basically.
- Rebecca Faust – I wasn’t very well itemized.
- We haven’t set the meeting time for next quarter, and I also want to discuss whether we are meeting for finals week.

- The Senate approved bringing new business items forward.
- The next meeting of the College Civics Committee is going to be March 21 st and 25 rd over in Ellensburg. In order for Terra to attend we would need to pull out up to $125 or $150 from Training or Special Projects. So I (Terra) just want to get consensus if everybody’s in agreement with that. . . . would go ahead probably next week or something.
- Rebecca Faust – If the money is there I’d be fine with it.
- Mike Luoma mentioned how much was in those accounts, training would be the better one for it to come out of
- Rebecca Faust clarified that that was not including the money just transferred from contingency, as she would think it should come from that.
- Was endeavoring to get the survey into the Sounds, but there were some logistical glitches that happened at the last minutes. I am really interested in getting as broad a perspective from students as possible. Ryan has put it together on a single sheet. One of the things I have considered is sending it out to all faculty, and they can interact with their students, you know, like if there in whatever sociology class or whatever; and I’m really interested in suggestions from the Senate. Because, basically, the response of the survey is representative of 6,000 people. So I’d like to get as broad a perspective as possible and I’d like if it’s appropriate to put it up in the administrative building.
- David Rector – We could ask them it they’re OK with it.
- Rebecca Faust – One point about doing it in class: I would be a little bit concerned depending who the faculty is about the pressures that can exist. I mean, is the faculty member filling this out or are the students directly filling this out. And would it be confidential . . . And, I mean, would you want faculty to tell students “you will fill this out” or should it be the students’ choice whether they fill it out or not? And will it be confidential from the faculty or will the faculty be in a position – most faculty probably wouldn’t – but you probably have a few faculty out there who would put pressures on the students. Will there be some confidentiality? How will it be handled in a class setting?
- Mike Luoma – I don’t think you have to worry about are professional faculty pressuring students to answer that survey one way or another. I have enough respect for them. They wouldn’t never to that, even the one that I know you have in mind would not do that.
- Terra Kram – So sending it out to faculty and checking with the various areas on campus. Then, I’d probably . . . Hillary: front desk . . . Terra: because I probably have at most, like another week . . . get the results back. Thank-you.

It is an international issue. It is larger than this college. It is the flag of the Vietnamese in 90 countries: that’s why it belongs. It doesn’t stop here. This flag is flying in 90 countries around the globe so that’s why it is not the problem at this college. You are asking for greater understanding. We ask you to understand the misery of so many people that has been suffered under the communist flag for so long. It is happy day in our day today. Would you give the senate . . .?

- And two very important in this . . . to drive out to remove the communist flag; Lan Jones and Allan Jones and his association last week and Mr.Ming, and Mr. Loyd and . . . and the other person is the Vietnamese Community of Washington State. All the rest of you please stand up, all the people who want to remove this flag, please stand up. . . . We thank you very much for this . . . It is time to thank the College. Last but not least, we thank the College. In particularly, Dr. Minnaert. Dr. Rector, stand up please. Col Averill and . . . . The Board of Trustees and all the people that – couldn’t remember names of titles – all the people who help us to bring this issue to a close. Now that we can repair the damage that [was] caused the red flag, which is the Vietnamese community and the College, we thank you very much, and we know that the relationship between the Vietnamese community and the College will move on, simply, with the Vietnamese garden. . . . So that the future of the Vietnamese community can have something to work on, to look on . . . We thank you very much.

- I have nothing but gracious thanks for what you have done to me. The reason being, I’m also a Vietnam veteran and every time I came out here and saw those flags, it desecrated the graves of everybody that died. This wipes the slate clean. This gives them the knowledge that we do have people who know how to feel. These soldiers are serving now, will know that there is sincere thanks for what they did. I do not ever want to see the nation turn against the soldiers like they did us. I do want to thank . . . It’s the most gracious thing I’ve seen. And as for the community, this is a part of the healing; this is a part of what we all needed to do. So whomever is involved in this action, it was a great thing because when you demean this one part of our community, you demean a part of all of our society. God has blessed us with great leadership out here . . . It doesn’t matter what side of the coin you were an, you were willing to stand, . . . I believe that the right decision was made, and I believe that we will be a better community all around for it. Thank-you very much.

Hillary Goldstein –
- I’d like to give you an update on our multicultural senator. We had to postpone our last interview, and so at this point in time we have not made a final decision on the person who would like to start as our multicultural senator. We should have that decision made within the week. That is our goal and so I will be working with the committee to make that happen.
- Rebecca Faust – With the Vice-President position being open, will the deadline be this quarter or will that not be done until next quarter . . .?
- Mike Luoma – less than two weeks, from when it could go out, I think. That’s a good point.
- Mike Luoma – The last day of instruction is two weeks from today.
- David Rector – My suggestion is we could open up through the first week of next quarter, might even be through the second week of next quarter, to give at least two weeks after the break. And it won’t go out on Monday, most likely. It will probably be the middle of before it goes out, so that probably wouldn’t give enough time. I would suggest let it run through the first week of April.
- Terra Kram – Or maybe the second week. First week of quarter, we have a lot going on.
- David Rector – That’s true. Terra has a good point because if you keep it through the 2 nd week you could promote it at the Open House the first week.
- Terra Kram – It give people more time. To find out, when people come back to school, that there’s an opening . . .

- I met with Terra and Cindy last week to discuss some communication details within the Senate

- We’ve been preparing dates and times and presentation for Hawk’s Prairie
- Allan Johnson and how that was a success
- Hiring a new Senator
- Been creating an outline for my transition manual

- Sat on the Selection Committee
- Worked on the scheduling and whatnot with the Senate Selection Committee

Vice President for Clubs and Organizations – David Luttrell
- Had our Club Roundtable last week
- Several clubs that didn’t make it this time: Art, CSU, Horticulture, ISA, Nursing Theatre, Dental, PTK
- Missed two in a row: CSU, Horticulture, Dental
- Funds have been frozen
- All have been notified
- Dental has already sent a letter: their President has had a death in the family, so that’s part of the reason – not all of it
- All these clubs have also been notified that they cannot miss in March or it will cause all their funds to be frozen.
- At the end of the quarter, I will be resigning from my position.
- Have been gathering what materials I can, to help the next person incoming.
SENATOR REPORTS
Senator for Public Relations – Sarah Alexander
- Submitted an add to the Sounds, advertising the Selection Committee.
- Sent out on email reminder announcing the Selection Committee to all faculty and staff: having them inform their students about that.
- Scheduled an Environmental Sustainability meeting: Friday the 17 th from 1:15-2:00
- Sent out a draft letter requesting a Sustainability Committee, to faculty and other staff and Senate for review
- Sent Hillary the interview questions we used at the last Selection Committee, coordinated refreshments, and put out sign-up sheets for the Selection Committee.
- Cleared posting in Building 27
- Scheduled two Publications Board Meetings for Friday February 24 th, 2-3
- Working on agenda
- Tried to get my front desk shift covered for that time
- Scheduled the next meeting for the Environmental Sustainability committee: Thursday and 12:00 or Friday 1:15-2:00.
- Scheduled a Recycling Committee meeting: February 24 th from 1:00-2:00
Senator for Administrative Affairs – Rebecca Faust
- Sent out emails for scheduling a room for our Special Study Session.
- Attended the Special Study Session on the Vietnamese Flag issue
- Turned in to Mike Luoma an S&A Budget Committee notebook from last year, which was left at my desk
- He needed to collect all those notebooks to use for this year.
- Contacted Gwen Wind relating the developments of the Vietnamese Flag issue
- Tried to arrange to meet with her because I wanted to talk about it with her
- She’s gone a lot, but I tried to arrange that
- Started doing some transcription work on the recording from our special study session
- Had some more trouble with December 1 minutes
- Had multiple versions of it
- Tried to delete all except the one I needed, that was the most correct, that I could make the final corrections to
- Accidentally misplaced it so I had to go back to an earlier version
- Found that the corrections weren’t all in one place
