Chartered student clubs/organizations may be organized to promote any legal purpose, which involves educational, recreational, or social interest. Student clubs and organizations must be open to all students, except in cases where the ASB Senate determines there exists reasonable justification for exceptions directly related to the purpose of the club or organization. The membership of student clubs and organizations must be composed solely of students enrolled in credit bearing courses at South Puget Sound Community College. Faculty, staff, and administrators may hold non-voting associate membership. Clubs and organizations granted a charter during the fiscal year (July1 through June 30) normally qualify for a limited ASB subsidy (funding) as outlined in the ASB By-Laws for current year. Full subsidy requires the submission of a formal budget request to the Services and Activities Fee Budget Committee in February (see Financial Code, article 6, section 6 ). Public notice is given each year when budget requests are accepted.
In order to be chartered, a student club or organization must:
- Gather and maintain at least ten currently enrolled students together who are share a common interest interested in doing something (skiing, hiking, playing chess, etc). Students must be registered for at least one credit-bearing class to be a member of a club/organization.
- Identify a faculty/staff advisor. The advisor must complete sign the Chartered Student Club / & Organization Advisor Recognition Form Agreement (Appendix 1) . It is highly recommended that no two club s share a single advisor so that advisor s may be fully committed to one club or organization.
- Meet to elect officers and develop a constitution and by-laws, which include a purpose and operational procedures. Any subsequent changes to the constitution or by-laws after an organization has been chartered must be submitted for approval to the ASB Senate Rules Committee.
- Complete the Student Club & Organization Charter Form (see Appendix 2), which includes the name of the faculty/staff advisor and a list of officers.
- Bring these forms to the Vice President of Clubs and Organizations, who will review and present them to the Rules Committee. The Rules Committee will either recommend to the Senate for the group to be chartered or return the documents for revision . which will then be presented to the ASB Senate Rules Committee for approval.
- Submit a budget request, if appropriate (forms may be obtained in the Office of Student Life).
- The ASB Senate will vote to recognize the student club or organization, based on the recommendation of the Rules Committee, affirming the application with a two-thirds vote.
- The ASB President and the Dean of Student Life will sign the charter application within one week of Senate action. Any questions concerning chartering and subsidizing student organizations should be directed to the ASB Senate Office or the Dean of Student Life. The VP of Clubs & Organizations will maintain contact with the group ’s representative throughout the process to keep them apprised of their chartering status.
